Use the one on the right and you find yourself at two more. On the other side of that is a female grunt standing above three arrows pointing down. To the right of the female Grunt is an arrow pointing east you need to take that throws you to another arrow pointing right. You'll need to run up past two Grunts standing in the way to the key. Leave the room and step on the first blue arrow east and then the one pointing down just below that. Sina and Dexio are there in their luchador gear looking for the large man you saw much earlier and give you some revives. Spin up the room north and go through the door at the top. There, battle Aliena from the Power Plant to pass and take the left portal. Start by going left and battle the first Grunt to get to the green teleport. Much like the Ice Cavern, you won't stop spinning until you hit a wall. In order to get around on this floor you need to walk across the blue arrows and spun in the direction they indicate.
When you win, he disappears through the elevator and you need the key card to use it.
